Update: May 14, 2008 - This week the Senate approved several capital budget initiatives I requested to be included in the 2008-09 State budget. They include: $750,000 solar energy consortium, $1.2 million for Delaware County, $1 million for Sullivan County IDA, $2 million to Catskill Regional Medical Center, $500,000 for Health Alliance, Inc. (Kingston and Benedictine Hospitals). The details on each of these grants will be forthcoming and announced with our partners in the private sector.

Requests for Senate Initiative funding conclude each February 1 for the next year's State budget (the State fiscal year runs from April 1 through the next March 31). Municipalities and not for profit corporations are eligible to apply for funding. Projects most likely to be funded include requests for capital assistance (building construction/equipment purchase) in amounts of $10,000 or less, for specific purposes. Fire, Police, and Emergency Medical Services are priority projects, as well as projects for municipal programs. Agencies and municipalities which have previously received, but failed to timely spend Senate Initiative Funding or capital grant funding, will be given a lower priority. Programs which serve the disabled, and municipal park improvements, as well as clearly demonstrable job creating initiatives are also given high consideration for funding requests. Established not for profit corporations, which have a long term history and can demonstrate a long-term capacity for funding their ongoing operations and initiatives without Senate Initiative funding are given strong preference over newer not for profits and those which cannot clearly demonstrate their long term capacity to survive and meet their goals without Senate Initiative funding. Municipalities that have suffered natural damage are also given stronger consideration for funding.
